He graduated with honors (Red Diploma) from the Faculty of Economics at Kyrgyz State University in 1982 and began his career as an economist in the Agricultural Planning Department of Batken Municipality. Later, he served in large public sector enterprises as Head of the Planning Department, Deputy General Manager responsible for Economics, and First Secretary of the Komsomol Provincial Committee. Meanwhile, he completed his second higher education in Political Science at the Moscow Komsomol Higher School and prepared his doctoral thesis at the Institute of Oriental Studies of the USSR Academy of Sciences. In 1993, he was awarded a PhD in Economics, specializing in Political Economy.

He was elected as a provincial council member for two consecutive five-year terms. Although he won the right to enter the Jogorku Kenesh (Parliament) as a deputy in the October 2020 general elections, the election results were completely annulled, and new elections were held in 2021.

Since 1993, he has held various positions in the Ministry of Foreign Affairs of Kyrgyzstan. From 1995 to 1997, he served as Chief Secretary at the Embassy of the Kyrgyz Republic in Ankara, and from November 2001 to December 2004, he served as Ambassador-Chargé d’Affaires in Turkey. After his assignments in Turkey, he served as Advisor to the Minister of Foreign Affairs, Deputy Minister, Deputy State Minister of Foreign Affairs, Chief Advisor to the Interim Government Head, and following the June 2010 referendum, Chief Advisor to the President responsible for Foreign Relations, as well as Ambassador of the Kyrgyz Republic to London.

Until March 2023, he served as Ambassador-at-Large at the Ministry of Foreign Affairs of the Kyrgyz Republic, and from March 2023 to May 2024, he was the Acting Rector of the Kyrgyz-Turkish Manas University.

By presidential decree dated August 9, 2002, he was awarded the diplomatic rank of Extraordinary and Plenipotentiary Envoy of the Kyrgyz Republic, and by the decree dated November 18, 2010, he was promoted to Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic.

He was honored twice with the “International Service Award to the Turkic World” (2003, 2015), awarded the “Mustafa Kemal Atatürk” International Foundation Gold Medal (2007), the “Honorary Certificate of the Jogorku Kenesh of the Kyrgyz Republic” (2018), and the “Special Book Award of the People’s Republic of China” (2020). He also received the Ministry of Foreign Affairs Honorary Certificate of the Kyrgyz Republic five times and Anniversary Medals three times.

He has published 48 articles in national and international journals, authored the monograph titled “Population Density in Kyrgyzstan,” translated three books from Turkish to Kyrgyz, including Atatürk’s Great Speech (Büyük Nutuk), translated three books from Kyrgyz to Turkish, and translated two books from English to Kyrgyz.

His areas of interest include state sovereignty, political economy, economic security, rural population density and employment issues, international conflicts, refugees, internal and external migration, borders in the Fergana Valley, security, transboundary waters, sharing of underground resources, and poverty issues.
